The man was on the shoulder Sunday evening near a disabled vehicle south of Everett. Investigators suspect DUI. EVERETT — An Edmonds man was hospitalized Sunday evening after a driver allegedly hit him while he was on the shoulder of Highway 99. The man, 39, was on the shoulder near a disabled car partially blocking the right lane at 10:10 p.m. in the 13000 block of Highway 99. A Lynnwood man, 29, heading north drove onto the shoulder and hit the Edmonds man and the disabled car, according to the Washington State Patrol.
